The national security strategy of the Russian Federation: digital culture as a new cultural phenomenon in the prevention of information threats and challenges

Abstract

The author discusses the problem of national security as one of the strategic goals and objectives of the state. In December 2015 under No. 683 the President approves the national security Strategy for efficient and comprehensive solutions to the problems, emphasizing that the most dangerous challenges and threats in the modern world is in the sphere of culture. Culture today in all its diversity regardless of the shape capable of exerting cardinal influence both positive and negative on society and on individual identity. Danger lurks in the attempt of destruction of traditional Russian spiritual and moral values, and the effect on people’s minds and manipulate them through the information environment of the global Internet, social networking, mobile communications, which, in turn, can create direct or indirect possibility of damage to the national interests of the state.

To solve this problem, the author proposes to consider the use of modern information technologies in the sphere of culture has long taken its place of honor and is able, thanks to a new form of “digital culture,” “digital cultural heritage” to meet information challenges and threats to assist in the suppression of the humanitarian crisis through higher intellectual and cultural level of society. Proof of this is the existence of digital culture as part of the information sector in the global Internet, which is increasingly growing, and along with the traditional cultural environment (as a component) activates innovation processes in telecommunication and has huge importance to education, science, the economy and human development. The author comes to the conclusion that the duty of the state to seize the initiative in the revival of native national ideals, spirituality, humanism, respect for family values, patriotism, international peace through culture in all its forms. Society must actively participate.
